It took me a while to work out how to do it, not least because I found the KDP help pages difficult to navigate, though when I did find the topics I needed they were mostly helpful. (By the way, readers who use the Kindle app on a tablet such as an iPad can open any PDF in the app and it will display correctly, which is another handy work-around for some.) However, it is possible to publish these kinds of books with Kindle Direct Publishing (KDP), but bear in mind that some devices won’t be able to display them. So it’s no surprise that there are limits to publishing such books on Kindle. It was not designed for photo books with a fixed layout. Amazon’s Kindle device was designed for ebooks with scrollable text, such as novels.
